LSSTF CEO Ogunsan Launches Anti-Crime, Anti-Cultism Campaign; Clarifies CACCOV Is About Prevention, Not Policing

The Lagos State Security Trust Fund has unveiled a sweeping community-driven initiative aimed at reversing a culture of crime, cultism, and youth violence across Africa’s most populous city, with the Fund’s chief executive making clear from the outset that the new programme is built on engagement, not enforcement.

The programme, known as the Lagos State Security Trust Fund Campaign Against Crime, Cultism and Other Vices — LSSTF-CACCOV — was officially unveiled by the Fund’s Executive Secretary and CEO, Dr. Ayo Ogunsan, at a ceremony in Alausa, Ikeja.

According to him, cultism and related vices flourish where young people lack guidance, positive engagement, and credible role models.

In remarks that framed the initiative’s philosophy, Ogunsan said sustainable safety in Lagos requires more than enforcement-driven measures, explaining that LSSTF-CACCOV was designed to address the root causes of insecurity through education, advocacy, mentorship, and stronger community structures.

The CEO was pointed in his diagnosis of the problem. According to him, cultism and related vices flourish where young people lack guidance, positive engagement, and credible role models. He said the campaign would reduce the appeal of criminal activity through value-based reorientation, school outreach programmes, community walks, and partnerships involving families, schools, traditional rulers, faith-based groups, civil society organisations, and security agencies.

To drive the initiative, Ogunsan inaugurated a seven-man committee headed by Dr. Moses Oladimeji as State Coordinator. The remaining members of the committee are: Uzezi Akinwoleola as Assistant State Coordinator and General Secretary; Nathanael Olugbogi as Head of Digital Communication, Strategy and Technology; Prominence Promise as Head of Human Resources and Training; Joseph Akinwoleola as Head of Education, Advocacy and Empowerment; Taiwo Idris as Head of Media, Press and Public Relations; and Mesole Emmanuel as Head of Community Outreach and Programs.

Oladimeji, speaking after his appointment, underlined both the urgency and the opportunity the initiative presents. “Lagos is the economic hub of Nigeria, and we have over 33% of young Nigerians struggling with drugs,” he said. “We believe we can do better by talking to people, knowing what they do, and connecting them to opportunities where they can get vocational skills and be engaged.” He added that by the end of the year, hundreds of programme participants could be showcasing their products and services at an LSSTF Town Hall meeting.

The LSSTF says the initiative will promote a more secure, peaceful, and crime-resistant environment where young people can thrive productively. Ogunsan also called on the media, parents, educators, and youth groups to support the campaign and help build safer neighbourhoods across Lagos.

The campaign comes as Ogunsan has moved rapidly since his appointment in October 2025 to reshape the LSSTF’s profile beyond its traditional role as a logistics and equipment-supply body for security agencies. He has pledged to deepen transparency, expand the Fund’s network of supporters, and pursue modern, intelligence-driven solutions, noting that a city with Lagos’ complexity cannot rely on traditional methods alone.

The LSSTF-CACCOV framework also draws on Ogunsan’s personal history in preventive security advocacy. He serves as Chairman of the Police Campaign Against Cultism and Other Vices, known as POCACOV, in Lagos State — a preventive advocacy initiative that addresses social vices such as cultism, youth violence, and drug abuse through awareness campaigns in schools and communities.

The initiative is already moving from launch to operational phase. Following a two-day statewide multi-agency training programme organised by the LSSTF, the CACCOV leadership team declared its readiness to deepen grassroots-driven security interventions across Lagos. Its first flagship activity is expected to be a security awareness campaign targeting thousands of students at Yaba College of Technology in May 2026, to be followed by a specialised campaign on cybersecurity and digital safety.
