About LSSTF

The Lagos State Security Trust Fund (LSSTF) is a pioneering public-private partnership established by law in September 2007 by the Lagos State House of Assembly. Born out of the need to address critical security challenges in Africa’s largest megacity, the Fund was created to bridge the logistical and resource gaps faced by security agencies through sustainable, voluntary donations rather than government budget allocations.

Meet Dr. Ayodele Ogunsan, The Executive Secretary / CEO of LSSTF

The Executive Secretary/CEO of LSSTF is appointed by the Governor of Lagos State. He serves as the chief administrative and executive head of the Fund and is responsible for its day-to-day management and operations. The Executive Secretary/CEO implements the strategic direction set by the Board of Trustees and the Governor’s vision for a safer Lagos. He coordinates resource mobilization from government and the private sector, oversees the provision of logistics and equipment to security agencies, and drives initiatives aimed at enhancing safety, inter-agency collaboration, and crime prevention across the state.

Equipment & Operational Support

We provide essential equipment and logistical resources to strengthen the operational capacity of security agencies across Lagos State. This includes patrol vehicles, marine crafts, armoured personnel carriers, bulletproof vests, helmets, communication tools, and other critical infrastructure needed to improve visibility, mobility, and rapid response capabilities on land and waterways.

Training & Capacity Building

We support the continuous training and professional development of security personnel. Through targeted programmes, we equip officers with modern tactical skills, intelligence gathering techniques, and best practices in community-oriented policing to enable them to respond more effectively to evolving security challenges.

Technology & Innovation

We drive the adoption of advanced technology to modernize security operations in Lagos. This includes the deployment of drones and aerial surveillance systems, smart communication platforms, digital monitoring tools, and data-driven solutions that enhance intelligence gathering, coordination, and overall effectiveness of law enforcement.

Prevention & Community Safety

We invest in preventive initiatives to address the root causes of crime and build lasting community resilience. A flagship effort in this area is the LSSTF Campaign Against Crime, Cultism and Other Vices (CACCOV), which aims to deliver targeted outreach programmes in schools and communities, youth mentorship, awareness campaigns, value reorientation, and multi-stakeholder collaboration aimed at reducing the appeal of crime and cultism among young people.
