Updates / Messages from the ES

Thank you for the opportunity to briefly share why sustained investment in security infrastructure and operational capacity remains critical to preserving Lagos as a safe and enabling environment for business and social activities.

Lagos is not only Nigeria’s economic nerve centre; it is also one of Africa’s busiest megacities. The scale, density, and complexity of activity in the State place extraordinary demands on the Nigeria Police Force and other security agencies operating here. To effectively secure lives, assets, and investments in such an environment, security agencies must be properly equipped, technologically enabled, and continuously trained.

For businesses to thrive, security agencies must be able to respond faster, see further, communicate better, and operate smarter. This is the core objective of the Lagos State Security Trust Fund.

Over the years, the Fund, through strong private sector partnership, has supported the Police and other security agencies with patrol vehicles, communication equipment, protective gear, and logistics. However, the evolving nature of crime and public safety challenges now requires a more advanced and technology-driven approach.

Specifically, there is a pressing need to strengthen operational capacity through:

A Multi-Purpose Security Helicopter: to provide rapid aerial response for law-enforcement operations, surveillance, search and rescue missions, emergency medical evacuation, and aerial firefighting support, particularly in hard-to-reach areas and high-risk situations where speed is critical.

Unmanned Aerial Vehicles (Drones): for aerial surveillance, crowd monitoring, traffic management, and rapid assessment during emergencies.

Water Cannons: for effective, non-lethal crowd control during civil disturbances

Armoured Personnel Carriers (APCs): essential for high-risk operations, riot control, and counter-terrorism response. It is important to note that many of the APCs currently in operation are over 11 years old, require total refurbishment, and in some cases, outright replacement to meet current operational standards.

Smart CCTV Cameras: integrated into a central monitoring system to enhance intelligence gathering, deterrence, and real-time response across critical locations.

Technical and Tactical Training: to equip officers with modern policing skills, including intelligence-led operations, technology use, and coordinated response.

Infrastructural Upgrades: including command centres, operational bases, and support facilities that enable efficiency and professionalism.

Digital Communication Equipment: to ensure seamless, secure, and instant communication among security operatives across agencies.

Patrol Vehicles: to improve visibility, coverage, and response time across the State.

An Ultra-Modern Automobile Workshop: to maintain and extend the lifespan of operational vehicles and equipment, ensuring value for money and reduced downtime.

Distinguished ladies and gentlemen, security is not a cost to business; it is a risk mitigation strategy and a business enabler. A secure Lagos translates to uninterrupted operations, protected assets, investor confidence, stable supply chains, and a vibrant social environment where talent and capital are attracted and retained.

Every contribution to the Lagos State Security Trust Fund is deployed transparently and strategically, based on clearly identified operational needs and approvals by a predominantly private-sector-led Board. Your support directly strengthens the capacity of those charged with protecting the very environment in which your businesses operate.

In closing, the choice before us is clear: proactive investment in security today, or reactive costs tomorrow. The Fund invites you to continue partnering with us to ensure that Lagos remains safe, competitive, and open for business, now and in the future.

Thank you for your time, your trust, and your commitment to the security of Lagos State.

Dr. Ayodele Ogunsan
Executive Secretary/CEO
