The Lagos State Security Trust Fund (LSSTF) is a pioneering public-private partnership, Born out of the need to address critical security challenges in Africa’s largest megacity. The Fund was created to bridge the logistical and resource gaps faced by security agencies through sustainable, voluntary donations rather than government budget allocations.
The find exists to mobilize resources from government, corporate organizations, and public-spirited individuals to equip and support security agencies, while promoting preventive strategies that enhance public safety and build lasting community resilience.

The Mid-2000s
The Security Crisis and Committee Formation
Lagos State faces escalating violent crimes and logistical shortfalls in federal security agencies. A high-powered Security Committee, chaired by a former Inspector General of Police, is constituted to investigate and recommend solutions. The committee identifies a critical funding gap of at least ₦3.7 billion for essential equipment, vehicles, communication tools, and waterway operations.

Establishment of the LSSTF
The Lagos State House of Assembly enacts the law establishing the Lagos State Security Trust Fund (LSSTF). This marks the official founding of the initiative as a pioneering sub-national response to security challenges, creating a dedicated platform for voluntary contributions from the state government, private sector, corporations, and individuals to equip and support security agencies.

2007–2017
First Decade of Operations and Recognition
Over the first decade, the LSSTF mobilizes significant donations and deploys critical resources, including patrol vehicles, surveillance tools, and operational support. It gains recognition as the first of its kind in Nigeria, inspiring similar models in other states.
